Surry County is the rural south side of the James River across from the Historic Triangle — Surry town anchors the county-seat core, Claremont sits on the river, Dendron and Spring Grove hold inland-rural communities, and the Jamestown-Scotland Ferry connects the county directly to Williamsburg. Small population (~6,000), almost entirely rural-agricultural. **Primary lock to `virginia-coastal-hampton-roads`** per the Hampton Roads Wave 6 §7.2 resolution — Surry's strongest market relationship is to the Williamsburg / Historic Triangle corridor via the ferry, not to Charles City County (which sits in `virginia-central` per §7.1) or to the Petersburg area in `virginia-southern`.
